Bulawayo City Council Enforces Stricter Dog Regulations

The City of Bulawayo has issued a notice to all dog owners regarding new and existing regulations on pet ownership within the council area. The move comes in response to an increase in the number of dogs kept on private properties, with reports that these dogs are causing a nuisance to residents.
According to the statement released by the Office of the Town Clerk, dog owners and the general public must adhere to the Bulawayo Dog Licensing and Control By-Laws. Some of the key regulations include:
1. All dogs aged six months or older must be licensed.
2. A maximum of two dogs are allowed on properties measuring less than 2,000 square meters, while larger properties may keep up to four dogs.
3. Dog owners must ensure their pets do not roam freely outside their premises.
4. Dogs must be kept in securely fenced and gated properties (hedges are not considered acceptable enclosures).
5. Rabies vaccinations are mandatory for all dogs within the council area.
6. Only licensed breeders are permitted to breed dogs or keep unspayed female dogs.
The dog license, which is valid from January 1 to December 31, can be obtained from any City of Bulawayo Revenue Office upon presentation of a valid vaccination certificate and payment of fees. Licensing costs are set at USD 24 for a male dog and USD 27 for a female or an unspayed dog.
Residents who can no longer care for their dogs are encouraged to surrender them to the Society for the Prevention of Cruelty to Animals (SPCA) rather than abandon them. Additionally, the City of Bulawayo, in collaboration with the Zimbabwe Republic Police, the Department of Veterinary Field Services, and the SPCA, will be addressing complaints and ensuring compliance with the regulations.
Authorities have also announced that a 'Tie Up Order' will soon be enforced, meaning that stray dogs found roaming the streets will be put to sleep.
