Harare announces plans to buy 200 buses

THE Harare City Council has announced plans to acquire 200 buses in a move aimed at improving public transport services and easing the commuter transport crisis in Zimbabwe's capital.

The development was revealed by Harare Mayor Jacob Mafume during a full council meeting yesterday, where he said preparations were already underway to secure the buses.

"There are plans to purchase 200 buses and plans are already there to acquire them," said Mafume.

"The issue of public transport has been one of our major concerns and we are hoping this is going to be a matter of the past."

The proposed acquisition comes as Harare continues to grapple with transport challenges characterised by inadequate public transport, overcrowding and rising commuter costs.

If implemented, the initiative is expected to enhance mobility for residents and reduce reliance on privately operated commuter services.

However, the announcement has generated mixed reactions from residents and civic organisations, with some welcoming the move while others have raised concerns over procurement processes and accountability.

Combined Harare Residents Association (CHRA) director Reuben Akili described the proposal as a positive step towards addressing long-standing transport challenges in the city.

"We welcome the move by the City of Harare. Over the years, we have been lamenting these issues to solve the transport crisis. Council is now doing its mandate, which is in line with the Urban Councils Act," said Akili.

"The 200 buses will address the public transport crisis we are facing. It's a noble move which requires support."

However, Harare Residents Trust (HRT) director Precious Shumba questioned the origins of the proposal and called for transparency in the procurement process.

"Where did he get that idea? From which committee of the council did that idea emanate? Procurement corruption is dominant in the City of Harare," said Shumba.

"The Harare Residents Trust urges the City of Harare to avoid these opaque deals that are negotiated outside council structures."

He said any procurement process should be conducted through transparent and competitive bidding to ensure value for money and public accountability.

"There is a need to promote transparent and competitive bidding by interested competent suppliers.

"As the Harare Residents Trust, we reject this kind of thinking that the council will become more efficient through ill-advised procurement decisions," he added.

The proposed bus acquisition is likely to remain under public scrutiny as residents seek clarity on funding arrangements, procurement procedures and implementation timelines.

Public transport remains one of Harare's most pressing urban challenges, with residents frequently calling on authorities to introduce reliable and affordable mass transit solutions to meet growing demand.

Should the project proceed as planned, it could mark one of the largest municipal public transport investments undertaken by the City of Harare in recent years.
