Alleged intelligence report claims CAB3 could trigger succession crisis in Zimbabwe

An alleged “top secret” intelligence and risk‑assessment document circulating online claims Zimbabwe could be heading toward a major political succession crisis linked to the proposed Constitution of Zimbabwe Amendment (No. 3) Bill (CAB3).

The document, dated 22 June 2026 and marked “Top Secret / Strategic Intelligence”, alleges that President Emmerson Mnangagwa could resign within days of signing CAB3 into law, paving the way for First Lady Auxillia Mnangagwa to become president through a parliamentary process.

The report describes the alleged plan as “Operation Amai Zimbabwe”, claiming it is designed to bypass Vice President Constantino Chiwenga in the line of succession while eliminating direct presidential elections.

According to the document, the proposed mechanism would temporarily place Vice President Kembo Mohadi as acting president before Parliament elects a new president in a joint sitting of MPs and senators. It further alleges that the process would allow Auxillia Mnangagwa to secure a seven‑year term extending to 2033.

The document also contains explosive and unverified claims involving alleged financial backing from prominent businessmen, possible involvement of foreign mercenaries linked to the Wagner Group, and military training operations in Belarus. It warns of potential civil unrest, military factional conflict, economic instability and international sanctions should the alleged succession plan proceed.

It repeatedly compares the alleged operation to the 2017 removal of former President Robert Mugabe, arguing that the same political actors who opposed the rise of former First Lady Grace Mugabe are now allegedly attempting to engineer a similar dynastic succession.

However, there has been no official confirmation from the Government of Zimbabwe, Zanu PF, Parliament or the Office of the President supporting any of the claims contained in the circulating document. Its authenticity remains unverified, and none of the allegations have been independently corroborated.

CAB3 has already generated intense political debate, with critics arguing that the proposed amendments could alter succession dynamics and weaken democratic accountability, while supporters insist the reforms are lawful, constitutional and aimed at strengthening governance. The matter continues to dominate national discourse through platforms such as Zimbabwe political X‑spaces.
