Passengers demands stiffer fines, jail terms on rogue kombis

The Passengers Association of Zimbabwe (PAZ) has called for stricter regulation of public transport operators, including heavier fines and custodial sentences for those who break traffic laws.

The association warned that reckless kombi drivers and illegal "mushikashika" operators are turning Harare's high-density suburbs into daily danger zones, particularly during peak hours, putting commuters and pedestrians at risk.

PAZ coordinator Tafadzwa Goliati said the situation is most visible during morning and evening rush hours when unregistered and lawless operators flood residential areas in search of passengers. He urged police to maintain constant oversight to restore order on the roads.

"We cannot allow chaos to prevail, police must always be on top of the situation," Goliati said. "To curb accidents and disorder, we need stricter fines and harsher jail sentences."

He also highlighted what he described as poor transport planning in Harare's Central Business District, arguing that the absence of a comprehensive transport policy has worsened congestion and lawlessness. In contrast, he said Bulawayo has a clearer transport framework that helps manage commuter operations more effectively.

The association maintains that without firm enforcement and structural reforms, road users will continue to face unnecessary risks in the capital's already strained transport system.
