Zanu PF Youth League rejects proposed US$3.6 million donation to Parliament

The Zanu PF Youth League has publicly rejected a reported plan by businessman Wicknell Chivayo to donate US$3.6 million to Parliament, arguing that such a contribution risks undermining the integrity and independence of the legislature.

In a statement released on Monday, the Youth League said it does not oppose Chivayo's philanthropic work, but insisted that donations should not be directed toward State institutions such as Parliament.

"We are not opposed to Mr Chivayo's broader philanthropic activities; however, such contributions must be channelled responsibly and correctly," the statement reads.

The League stressed that Parliament is a cornerstone of democracy, responsible for oversight and accountability, and must not be perceived as vulnerable to external financial influence.

"We strongly believe that this proposed ‘donation' is misguided. Parliament, as a key arm of the State, must never be seen as being bought or swayed through donations, whether in cash or kind," the Youth League said.

The statement suggested that if Chivayo wishes to support national development, he should focus on community‑based initiatives rather than engaging directly with State institutions.

The Youth League also expressed confidence in government's ability to fund its own programmes, noting that mechanisms such as the Constituency Development Fund (CDF) and the Devolution Fund already support Members of Parliament and local development.

"The Government has not indicated any inability to meet its obligations. These funds are already being used effectively to drive development across provinces," the statement noted.

Reaffirming its support for President Emmerson Mnangagwa, the Youth League said the administration has demonstrated strong leadership through infrastructure development, agricultural programmes such as Pfumvudza/Intwasa, and broader economic reforms aimed at achieving an upper‑middle‑income economy by 2030.

The League concluded by urging Parliament to reject the proposed donation and safeguard its institutional integrity.

"We call upon Members of Parliament to take a firm stand against any attempt to bring Parliament into disrepute. Zimbabwe's democracy must be safeguarded at all costs," the statement said.

The development comes amid growing public debate over the role of private individuals in funding public institutions, with concerns raised about transparency, accountability and potential influence on governance.
