Police warn against violence over CAB3 debate

Zimbabwe's police have warned individuals and groups opposed to Constitutional Amendment Bill No. 3 (CAB3) against inciting violence or public disorder as Parliament continues deliberations on the controversial legislation.

In a statement issued on Wednesday, the Zimbabwe Republic Police said it expected citizens to maintain peace and respect the rule of law during ongoing debate on the proposed constitutional amendments.

"The Zimbabwe Republic Police expects peace and the general maintenance of law and order to be observed by Zimbabweans," the statement said.

Police warned that authorities would take action against any individuals, groups or syndicates accused of inciting violence, spreading threats or encouraging unlawful activities through social media and other communication platforms.

The warning comes amid growing opposition to CAB3 from political parties, civil society organisations and constitutional experts who argue that some of the proposed amendments could weaken democratic institutions and increase executive influence over key areas of governance.

According to the police, any attempts to mobilise citizens to engage in violent protests, revolt against the government, destroy property, disrupt traffic flow or create public alarm would not be tolerated.

"The Zimbabwe Republic Police is on high alert to ensure that Zimbabweans continue to enjoy the safety and security obtaining in the country," the statement said.

CAB3 has emerged as one of the most debated legislative proposals in recent years, attracting both support and criticism from various sectors of society.

Supporters of the Bill argue that the proposed constitutional changes would improve governance efficiency and reduce the costs associated with elections, while critics contend that the amendments could erode democratic safeguards and alter key provisions of the 2013 Constitution.

The police warning comes as legal and political challenges to the Bill continue to mount, with opponents calling for broader public consultation and, in some instances, a national referendum before any constitutional changes are adopted.

Parliament is expected to continue debating the Bill as stakeholders across the political spectrum closely monitor developments surrounding the proposed amendments.
