Can someone help those who lost money on the botched Pay-For-Your-House scheme

What is government policy on those who lost out on its Pay-For-Your-House scheme of the 90s?
Many people contributed towards the scheme with the hope of getting a roof over their heads but quite a sizable number are ruing the day they joined the ill-fated scheme. To date all efforts to get the flat/houses or at least refunds have come to naught.
I joined the said scheme in 1995 and only stopped contributing in 2003 when it became apparent that the scheme was visibly collapsing. Construction on project sites slowly came to a halt with contractors removing their equipment.
Noone communicated with us on why and when the issue would be settled. Follow up phone calls and visits to the relevant Ministry of Local Government, Public Works and National Housing was met with no clear answer and total disdain.
A letter to the Hon. Minister July Moyo got no reply (have proof of delivery). I even wrote to the highest office in the land, His Excellence the President of the Second Republic and got no response.
Eager and desperate to get redress I approached the highly acclaimed Zimbabwe Commission for Human Rights where Ms Moyo handled my case, up to now nothing concrete has come out of the effort.
Where else shall I go and who else can help me? I paid my contributions for seven years (receipts available), to this day no house and no refund.
Please help!
