Parliamentarians have pressed the government to introduce formal concessions for senior citizens on local authority service charges, citing widespread financial hardship among the elderly due to inadequate pensions and the absence of social grants.
Chiredzi Central MP Ropafadzo Makumire raised the issue in the National Assembly, asking what measures are being considered to ease the burden on older citizens.
Deputy Minister of Local Government Benjamin Kabirika responded that there is no national policy compelling councils to offer discounts. However, he noted that Zimbabwe's 92 local authorities have developed welfare policies based on their financial capacities, some of which include targeted support for vulnerable residents.
Kabirika added that local authorities are working with the Department of Social Development to assess community needs and provide assistance where possible, though the scope and consistency of such support vary.
