Bulawayo cracks down on illegal construction

The City of Bulawayo has issued a stern warning to residents and developers engaging in illegal construction, announcing that anyone building without council approval will face a hefty fine of US$575.

In a strongly worded public notice, the municipality expressed frustration over the proliferation of unapproved structures that are not only marring the city's landscape but also posing significant safety and environmental risks.

"The City of Bulawayo would like to advise members of the public that in terms of the Model Building By-Laws of Zimbabwe Chapter 2 Section 5, no building work shall be undertaken without approval from the Local Authority," the council's statement emphasized.

Officials highlighted a surge in unauthorized backyard projects and unauthorized extensions to corner shops, prompting a full-scale enforcement blitz aimed at halting illegal developments. This crackdown forms part of a wider effort to restore order and enforce compliance with building regulations across the city.

"It has been noted that illegal building activities are on the rise," the city warned. "Anyone found conducting construction works without approval will be penalised US$575."

The council reminded all residents and property developers to strictly follow the approved procedures before commencing any building work. This includes engaging registered architects and submitting professionally prepared building plans at the ‘Plans Desk' at Revenue Hall, along with the payment of applicable fees.

"All prospective builders must submit building plans drawn by a competent architect," the council stated firmly. "No shortcuts will be tolerated."

This initiative aims to halt the chaotic spread of unlawful structures that often end up being demolished by the local authority, resulting in significant financial losses and emotional distress for unsuspecting property owners.

Council officials stressed that the crackdown is not merely punitive but is crucial for safeguarding Bulawayo's long-term spatial planning, ensuring adherence to safety standards, and maintaining the integrity of city infrastructure.

Residents have been urged to comply fully with the regulations or face the legal and financial repercussions of illegal construction. With the new US$575 fines now enforced, those tempted to cut corners in building projects in Bulawayo may soon be counting the cost.
