In 2017, the Zimbabwe National Road Authority (ZINARA) lost US$74,500 to Duly's Motors, who did not deliver vehicles paid for.
Additionally, a transformer worth $3,720 was not delivered by another supplier.
Zinara's CEO, Nkosinathi Ncube, explained that the payment to Duly's Motors was affected by a transition from USD to the local ZWL currency, leading to a discrepancy in the funds received.
This discrepancy caused Duly's Motors to claim the payment was insufficient, resulting in non-delivery of the vehicles.
The issue of the undelivered transformer is compounded by the supplier being untraceable, despite having a history of supplying to ZINARA.
The Parliamentary Portfolio Committee on Public Accounts, led by Kuwadzana MP Charlton Hwende, has tasked the ZINARA Board to address these and other governance and procurement irregularities highlighted by a forensic audit report from Grant Thornton.
The committee aims to investigate and resolve the issues surrounding these murky tender deals to prevent further financial mismanagement and procurement violations.
