Insiza RDC introduces noise control by-laws

Insiza Rural District Council (RDC) has introduced new by-laws prohibiting residents from creating noise without prior approval from the council, as outlined in Statutory Instrument 129 of 2025, the Insiza RDC (Noise) By-laws, 2025.
Under the new regulations, residents are barred from emitting noise beyond prescribed environmental standards, operating loudspeakers, musical instruments, or similar devices in a manner that disturbs the peace, or engaging in shouting, yelling, or playing drums or wind instruments without a council permit. The by-laws also restrict power-driven grass or hedge cutting during the day.
Pet owners are warned against keeping birds or animals that habitually make disturbing noises, such as crowing, screeching, barking, or whining, which cause inconvenience to neighbours.
The council provides for exemptions and temporary noise permits for community or promotional events. Applications must include the applicant's details, event description, location, and the source and level of sound. Exemptions may be granted with conditions and can be withdrawn at the council's discretion.
"The council may, for good cause, grant whole or partial exemption from the prohibition contained… and may attach such conditions as it considers desirable," the by-law reads.
The move is aimed at promoting peaceful co-existence and reducing noise pollution in the district.
