Zimbabwe Calls for Data-Driven Policy to Boost Trade and Transport Efficiency

HARARE – Zimbabwe’s Permanent Secretary in the Ministry of Transport and Infrastructural Development, Engineer Joy Makumbe, has called for evidence-based policy making to address the unique challenges faced by landlocked developing countries (LLDCs) such as Zimbabwe.

Speaking at a workshop themed “From Data to Policy — Strengthening Trade and Transport Cost Analysis in LLDCs,” Makumbe stressed the need to bridge the gap between data collection and decision-making. She said that while data is essential for development, it must be translated into actionable insights that inform national policy.

“Zimbabwe is taking steps to modernise border operations and improve infrastructure, which will help reduce transport costs and boost trade,” Makumbe said. “Let me also emphasise the need for regional cooperation, South-South learning, and partnerships between governments, academia, and the private sector to drive progress.”

The workshop brought together stakeholders from government ministries, UN agencies, the private sector, and academia to explore strategies for improving data-driven policy making in transport and trade facilitation. Discussions focused on how LLDCs can use data to enhance competitiveness, reduce costs, and unlock economic potential.

Makumbe’s remarks underscored Zimbabwe’s ambition to leverage its strategic location and regional partnerships to drive socio-economic development, despite the limitations of being landlocked.
