Cabinet has approved a memorandum on the proposed Constitutional Amendment Bill of 2026, which seeks to extend presidential terms from five years to seven years, among other changes.

Addressing journalists during a post-Cabinet media briefing in Harare yesterday, Minister of Information, Publicity and Broadcasting Services Dr Jenfan Muswere said the Bill proposes significant reforms to the country's governance framework.

Dr Muswere said one of the key proposals is the repeal of Section 92 of the Constitution to allow for the election of the President by a joint sitting of Parliament, instead of through a direct popular vote.

"The memorandum proposes a series of legal reforms to strengthen constitutional governance, clarify institutional roles, promote socio-economic and political stability and also to enhance the efficiency of State architecture," he said.

According to Dr Muswere, the proposed amendments are intended to ensure policy continuity and create room for the completion of ongoing national development projects, while reducing disruptions associated with election cycles.

He said the reforms are part of broader efforts to consolidate governance systems and align constitutional provisions with the country's long-term development agenda.

The proposed Bill is expected to be tabled before Parliament, where it will undergo debate and the legislative process in line with constitutional procedures.
