Minister Moyo: all donations to government schools must comply with policy framework

HARARE - Minister of Primary and Secondary Education Torerayi Moyo has assured that all donations directed to government schools must comply with established policy frameworks, stressing that no individual or entity is above the regulations.  

Moyo was responding to questions raised by former Citizens Coalition for Change legislator Fadzayi Mahere on X, where she queried the Ministry's stance on politically-linked donations.  

"I affirm that all donations to government schools must comply with established policy frameworks, and no individual or entity regardless of political affiliation is above these regulations," Moyo said.  

He clarified that while the Ministry does not explicitly prohibit donations from politically-exposed persons (PEPs), all contributions must be transparent, non-partisan, and in line with governance and accountability standards. Schools are expected to follow due process and seek prior approval before accepting significant donations.  

Moyo explained that the Ministry's policy framework outlines community and stakeholder engagement, emphasizing that donations must support equitable access to quality education and must not compromise the neutrality of institutions. He added that national procurement and public finance regulations guide the Ministry to ensure transparency, accountability, and non-discrimination.

Addressing concerns over donations linked to businessman Wicknell Chivayo, Moyo said the Ministry does not base decisions on political affiliations. Chivayo was approached because he is a former student, and his donation was subject to the same scrutiny as any other.

"Any donation whether from Chivayo or any other individual is subject to the same scrutiny and must align with the Ministry's educational objectives and ethical standards. The perception of favoritism is regrettable and not reflective of our policy intent," he said.

Moyo dismissed claims of selective or partisan policy, insisting that the Ministry's regulations are designed to serve all learners equally, regardless of political background. He confirmed that donations from opposition-aligned individuals would also be accepted, provided they adhere to guidelines and do not politicize the educational environment.

"Our doors are open to all well-meaning Zimbabweans and stakeholders who wish to contribute to the development of our schools in good faith," Moyo said.

He added that the Ministry is reviewing donation-related processes to strengthen transparency and public trust, welcoming constructive engagement from citizens to ensure education remains a beacon of integrity and inclusivity.
