The City of Harare has intensified its efforts to restore order in the capital, shutting down 1,830 businesses found in violation of municipal by-laws during an ongoing clean-up of the central business district (CBD).

In a statement issued after a progress meeting on the CBD Order Restoration and regularisation of dysfunctional settlements programme held on Monday, council said the clampdown was aimed at ensuring compliance with safety and operational standards across the city.

"We continue to urge businesspeople and building owners in the CBD to immediately regularise their operations with the city to ensure total compliance," the statement read.

Latest figures show that 1,471 businesses were operating without licences, while 534 buildings were in arrears with council. Water supplies have also been disconnected from 81 properties.

Concerns over building safety were raised after inspections revealed that 609 structures were operating without approved plans and 744 lacked subdivision permits. Fire safety checks further showed that 125 buildings had expired fire extinguishers, although 3,814 were fire certified.

Acting Town Clerk Engineer Phakamile Mabhena Moyo urged residents and property owners to comply with by-laws and settle outstanding bills to improve service delivery.

"I set a collection target to at least 70 percent of the potential revenue. I call upon all of you to reflect on how we can improve our revenue collection so that we achieve this ambitious target," he said.

Mabhena Moyo stressed that enforcement was not confined to the CBD but extended to industrial areas and residential suburbs, as part of efforts to guarantee efficient services citywide.

The City of Harare has pledged to continue inspections and enforcement until all businesses and property owners meet municipal safety and compliance standards.
